Torchwood is a basiccommonplantcard in Plants vs. Zombies Heroes and a member of the Mega-Grow class. It costs 1 to play and has 3. It has the Team-Up trait, and its ability gives any pea plant played behind it +2. This ability persists until Torchwood is removed.
Torchwood is a key plant in a pea deck, along with The Podfather. Compared to the former, it can boost fewer pea plants at once (only one), but Torchwood can be set up earlier.
It is recommended to play Torchwood as early as possible so that you can bring out stronger pea plants earlier; since it has a decent amount of health, few zombies will be able to take it down until then, and you being able to play it away from a zombie helps too. It is also recommended to boost its health, as you will want to utilize Torchwood for as many turns as possible.
As said by the tutorial of the game, Repeater behind Torchwood is a good strategy, as an unboosted Repeater is able to do 8 damage if its attacks are uninterrupted. Other pea plants such as Skyshooter, Threepeater, and Pea Pod can substitute and even replace Repeater.
Alternatively, you can simply reposition plants using Sumo Wrestler or Terrify (moving Torchwood behind a plant or moving the pea plant somewhere else), leaving the pea plant vulnerable to attacks while nullifying Torchwood's ability.
