Disco Tornado is most likely based on Disco Inferno, a song by by American disco band The Trammps.

Has a 33.33333% chance to stun enemies with the Disco Tornado. Stun lasts for 1 second.
Maelstrom

Deal 10 damage every 0.2 seconds within a 6m (19.69 ft) radius while in Outta Fight! and inside a Disco Tornado.
Cooling Sparks

Decreases Disco Tornado cooldown time by 7.5 seconds upon vanquishing an enemy.
Strategies
With
Disco Tornado is best used where there are a lot of Plants; particularly in objectives. Things will play out in two ways: either the plants will stay and fight, where you can then hit them and they will eventually get vanquished, or they will flee, leaving the objective free to capture. It's a win-win situation. Try to aim before you set off the tornado, or else it eon't hit. If you misfire, try to let it bounce off walls before activating it.
Note that it's not just the tornado itself that does damage, but also the whirlwind that summons it.
Against
If you see an Electric Slide using Disco Tornado, try to sprint away so it won't hit you. In the event that you are caught off-guard in one, try to get out as quickly as possibly or you will be quickly killed.
Note that while an Electric Slide player is summoning their whirlwind they will focused on doing so, and will most likely not fire. This is a great opportunity or a counterattack, especially if you are not the one being targeted by the tornado.
