He's Legendary. Even after years and years, there will only be a few thousand players with it, fewer active. Also, he's not extremely OP, if you exclude Iron Mode(that's what it's called, right), which is more than acceptable. Torchwood, on the other hand, will be with most people who play for more than a couple of months actively. Also, this is the Weekly Discussion, not the GW2 thread(it's OK, I can forget too)
Almost everything about Iron Citron is better though.
One clip attacks SUCK. Seriously. They're really annoying and I know that from experience in this game and other games(shooters included). Also, truely Legendary.
By truely, I mean as in it's actually hard to get, BTW.

For close range attacks Torchwood has fire breath. Iron citron has EMPeach which also protects it since zombies can't fire.
For "berserk" mode Iron citron's metal mode beats it comepletely.
For leaf shield Iron citron has peel shield which gives it complete protection from the front while torchwood only has half protection. Plus you get bonus XP.
And if all else fails you can just roll away, or into an enemy base.
So being a true legendary makes it not OP?
... I will admit I failed to remember that Leaf Shield doubled resistance instead of blocked the damage fully, but my point still stands: it's more effective due to its 360 degree of effect. Also, Peel Shield is gone after 100 damage. Leaf Shield can let a Torchwood take much more damage than that little Peel.
As I said, one mag makes Iron Citron's gun not OP
Volcano Breath is different than EMPeach. EMPeach just stun zombies and takes some skill to aim after it's delay, during which a skilled Foot Soldier or Super Brainz or Scientist or All-Star can get out of the way, but Volcano Breath is wreck all zombies nearby, period.
Legendary special modes only activate after getting vanquihes, so you need skill, strategy, and a bit of luck to get it. Torchwood? Any time you feel like it.
And if all else fails, Citron can roll away... roughly 30% of the time. Ther rest is him getting killed while running. For Torchwood, the instances for him needing to run away is almost 0(if you exclude dumb things like Ramboing into a Graveyard, which might still work). He burps fire on eats Z-Mechs for breakfast FFS!
