OK, so this whole 65% rule abuse shenanigans has appeared again in a controversial vote from a (former) staff member. Out of all the people to point out the flaws of this, The0032 exclaimed the outrage of this abuse. I am pretty sure The0 and I aren't the only ones that are surprised or against the lack of restriction over this potentially wikia-altering rule. Therefore, I have made this vote to change a convention for ensuring justice to a stick rule that can be enforced.
tl;dr - Let's stop the 65% Rule from being abused to allow changes that would otherwise be opposed be supported.
