The effectiveness of this trick is directly related to how many plants are on ground lanes at the moment of playing it, and how strong said plants are.

The best moments to use this trick is early in the game, when there are a lot of weaker plants in the ground lanes, or when you have a lot of zombies on ground lanes so that playing Acid Rain would allow those zombies to survive any attacks coming from the plants. This trick can also weaken or stop mushroom rushes.

Acid Rain can be used in a boss mission like The Power of the Rose, which will make the level relatively simple.

If possible, play your important plants outside of ground lanes, especially those with 1 strength or 1 health.
